The department is one of the four (4) departments under the School of Administrative and Social Studies. It is located in the Northern part of the College of Administrative and Business (CABS) situated along Golf Course Road in Ungwar Rimi GRA, Kaduna.
Hence the department became preoccupied with the provision of clerical service courses such as clerical officers courses in account and audit, general tax, trade, and assistant stores officers courses.
Today, the department has grown and transformed the courses nomenclature, contents and programmes to suit the manpower needs of the public sector. Current programmes operated by the department include: Diploma, Advanced Diploma, and Post-Graduate Diploma in Public Administration, Public Accounting, Auditing, etc.
CHALLENGES AND OBSTACLES
The greatest challenge faced by the department is from the dependence of the government of the 19 Northern States of Nigeria and other government parastatals as well as private sector organisations on the department as a major trainer of their manpower. Areas of training in the department covers the essential ingredients of an effective and efficient public service. This explains why state governments annually shortlist their staff for admission into the department.
However, in line with current trends and complexity of public service, the department is faced with providing optional programmes for young and academically-minded civil servants and the general public in the area of public service operation such as HND in Public Administration and HND in Library and Information Science.
PRIDE AND ACHIEVEMENTS
The department is very proud to be a pivotal agent in the development of manpower for the Federal, State and Local governments of Nigeria. Specifically, the contributions of the department in enhancing a qualitative public service have kept the department more focused. The department in its quest for quality output maintains a cream of dedicated staff. Its is a notable achievement of the department to find at least two of its products in all the states and local governments of the Northern states of Nigeria (usually at the top or middle level management positions). The department also coordinates civil service examinations for promotions in both the Federal and State civil service.
Its quality staff force include specialists in Public Aministration, Political Science and Administration, Public Auditing, Public Sector Accounting, Library and Information Sciences etc.
The students are equipped with both theoretical and practical public service administration through an inclusion of a six-week Students Industrial Work Experience Scheme (SIWES) programme between sessions.
PARTNERSHIP
The department is in partnership with the 19 Northern states of Nigeria for training in various spheres of public service administration. There is a continuous liaision in staff development between the department and the Ministry of Establishment or the Office of the Head of Service of the 19 Northern states of Nigeria.
Also, the department is currently concluding modalities to enter into partnership with the Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN) to serve as the Institute's Northern Liaison centre.
DEPARTMENTAL STRUCTURE
The department is headed by the Head of Department (HOD) ably assisted by seven programme coordinators for the five specialized programmes of the department (two coordinators are for the part-time programmes). Others answerable to the HOD include the department's exams officer, department's time table officer, department's admission officer, project coordinator, coordinator of SIWES, coordinator of ICSAN partnership and the department's secretary.
The most important value the department has infused and is still infusing into the community through its admnistrative structure is the value of an effective and responsive administration. This ensures a true and effective supervision system in which the student is bridged between the classroom and societal objectives.
